Somesh Kumar, the Telangana government’s chief secretary, has been observed recently issuing directives to amend specific sections of Government Order No. 135 (dated September 16). As a result of the program’s recent upgrade, the government will now provide seven slabs rather than the four it initially announced in GO No. 131, dated August 31, as it did with the 2015 LRS scheme. Along with the increased regularisation fees, the government has also announced the plot’s current market worth as of August 26, 2020. Telangana LRS Scheme Regularisation Charges

The regularisation charges have changed as follows:

  • Twenty percent will be applied to sub-registrar values for square yards less than Rs 3,000.
  • 30 percent, between 3,001 Rupees and 5,000 Rupees
  • 40 percent, between 5,001 Rupees and 10,000 Rupees
  • 50 percent, between 10,001 Rupees and 20,000 Rupees
  • 60 percent, between 20,001 Rupees and 30,000 Rupees
  • 80 percent, between 30,001 Rupees and 50,000 Rupees
  • Sub-registrar values above Rs 50,000 per square yard will be 100%.
  • Pro-rata open space costs at 14% of the plot value as of the registration date of the plot shall be charged in place of the prevailing rate as of August 26, 2020, if 10% of the allotted space is not available in the unapproved plan.
  • The NALA fee (for the change of agricultural to non-agricultural land use) is included in the LRS regularisation charges.
  • LRS applicants are not required to pay a separate NALA fee.

Mandatory Rules for Telangana LRS Scheme

Applicants must carefully read and adhere to all rules before applying to the new scheme.

  • A minimum of nine meters should be the width of the road.
  • The road width may be six meters in the case of fewer than 100 square meters or weaker section layouts.
  • If the necessary road width is not available, the scheme will maintain water bodies while requiring the same depth of widening on both sides.
  • Prior authorization from the district collector will be required for allotted lands.
  • Plots or layouts resulting from the implementation of land ceiling regulations, land disputes or claims over the title, boundary conflicts, etc. are not covered by the regularisation measure.
  • Even if a small number of plot owners request regularisation under an unapproved layout, the competent authority’s authorized layout pattern will still be used.
  • The only documents the applicant needs to provide are copies of the sale or title deed.
  • The general power of attorney or the agreement of sale shall not be regarded as evidence.
  • The beds of all types of water bodies, and the full tank level (FTL) of any lake, pond, Kunta, and Shikam areas are off-limits for designing and development.
  • No layout development activity other than recreational will be allowed within the water bodies and courses, which will be preserved as a recreational/green buffer zone.
  • 30 meters from the lakes’ or rivers’ edges in an area that is 10 hectares or larger
  • Nine meters from the edge of lakes or kurtas/shikar areas that are smaller than ten hectares
  • Two meters from the marked edge of the “Nala,” or stormwater drain, and nine meters from the canal’s, etc., borders.

  • The layout owner shall file copies of sale deeds of at least 10% of total plots.
